23-1-2024 (BANGKOK) Defence Minister Sutin Klungsang has announced the establishment of a panel to review the navy’s procurement of Chinese submarines, addressing concerns and denying any agreement to replace the originally specified German diesel motor with a Chinese engine.
The panel, set to be formed on Wednesday, will be led by Gen Somsak Roongsita, a former secretary-general of the National Security Council and currently an adviser to Mr Sutin. It will consist of key stakeholders, including the navy commander-in-chief, the assistant navy chief, naval academics, representatives from the Finance Ministry, the Office of the Attorney-General, and members of the parliamentary opposition.
Within approximately 30 days, the committee will provide its recommendations regarding the future of the Chinese submarine purchase, according to Mr Sutin.
This announcement comes amidst speculation that the Defence Ministry would finally approve the acquisition of the partially built Chinese Yuan-class S26T submarine for 13.5 billion baht, with a Chinese CHD620 engine instead of the originally specified German engine. The navy pursued this alternative after Germany declined to supply the engine for a submarine being constructed in China.
Upon assuming the defence portfolio, Mr Sutin had expressed his inclination to shelve the submarine project and explore the possibility of acquiring another frigate for the navy instead.
The establishment of the review panel reflects the government’s commitment to transparency and thorough assessment of the submarine procurement. The panel’s findings will play a crucial role in determining the future course of action for the navy and the potential impact on Thailand’s defence capabilities.
