29-6-2023 (HANOI) Prime Minister Pham Minh Chinh has praised the Hung An New Area, a new economic zone in China, as a model that Vietnam should consider in its nation-building and development process.
On the afternoon of June 28th, Prime Minister Pham Minh Chinh visited the Hung An New Area (Hung An New Zone) in Ha Bac as part of his official visit to China and participation in the World Economic Forum (WEF). Ha Bac Provincial Party Secretary Nghê Nhạc Phong accompanied the Prime Minister during the survey, introduction, and discussion of the planning experience.
Hung An is located approximately 100 km south of the center of Beijing and is gradually becoming a new type of urban area after General Secretary and President of China, Xi Jinping, chose it to be the “city of the future” in April 2017. After visiting the Launch Center, watching a film introducing and observing the master plan of the Hung An New Area, Prime Minister Pham Minh Chinh conducted an on-site survey of the construction of the Railway Station and the Hung An International Commercial Center, as well as visits to the Ding An Temple and other areas within the Hung An New Area.
Ha Bac Provincial Party Secretary Nghê Nhạc Phong revealed that the Hung An New Area has been completely developed since 2017, covering an area of 1,770 square kilometers. To date, the infrastructure has been and is being invested in and developed in a comprehensive and modern manner. Convenient railway and highway connections have been established, while modern educational, healthcare, cultural, sports, commercial, and financial facilities, as well as high-rise office buildings and apartments, have been constructed with controlled density and height.
According to Nghê Nhạc Phong, with the use of new infrastructure, materials, and energy technologies suitable for digital and social-economic development, Hung An will become a model smart city. Millions of trees have been planted, and the rivers, lakes, and water bodies have been cleaned to develop a green city. By the end of 2022, the Hung An New Area had welcomed over 1.3 million residents for settlement and employment.
Prime Minister Pham Minh Chinh highly praised China’s strategic vision and the personal contribution of General Secretary and President Xi Jinping in the construction of the Hung An New Area. He expressed his delight at being the first foreign leader to visit the Hung An New Area and believed that it successfully addresses the three fundamental issues often faced by large cities: infrastructure overload, environmental pollution, and inadequate housing and living conditions for the people.
Having learned about the site selection, planning, and resource mobilization, especially the involvement of external resources in the construction of the Hung An New Area, the Vietnamese government leaders were impressed by the maximum utilization of the land’s potential to develop infrastructure and create a green environment in the Hung An New Area. They believe that this is a model that Vietnam should consider in its nation-building and development process.
“I believe that Hung An will become a model in development and will contribute to China’s successful achievement of its second-century goal of building a modern, prosperous, democratic, civilized, harmonious, and beautiful socialist country,” said Prime Minister Pham Minh Chinh.
The completion of the Hung An New Area is expected by 2035. Previously, Ha Bac was notorious for being one of the most polluted provinces in China, with very few high-tech value chains in the surrounding areas of Hung An. Chinese leaders intend to eliminate traditional manufacturing businesses in the region, such as footwear, textiles, and metal recycling, and replace them with more advanced production techniques and technologies.
The Chinese central government aims to promote the development of the Beijing-Tianjin-Ha Bac corridor and transform the region into an economic hub in northern China.
Prime Minister Pham Minh Chinh and a high-level delegation from the Vietnamese government made an official visit to China and participated in the World Economic Forum (WEF) from June 25th to June 28th. Immediately after visiting the Hung An New Area, the Prime Minister headed to Beijing Capital International Airport, boarded a special aircraft, and concluded his four-day visit to China.
