28-2-2024 (JAKARTA) In a strategic move, TNI Commander General Agus Subiyanto has initiated the establishment of the Habema Operations Command (Koops) to enhance coordination between the Indonesian Defense Forces (TNI) and National Police (Polri) in handling conflicts in various areas of Papua.
Named after Lake Habema, one of Indonesia’s highest lakes nestled at an altitude of over 3,300 meters near Mount Trikora, the Habema Operations Command aims to maximize success in conflict management, particularly against the challenges posed by the OPM rebel group in Papua.
During the 2024 TNI-Polri Leadership Meeting (Rapim) at TNI Headquarters in Jakarta, General Agus Subiyanto outlined the implementation of a “smart power strategy,” which integrates soft power, hard power, and military diplomacy. The strategy’s application within the newly formed Koops Habema is anticipated to enhance conflict resolution effectiveness.
While the exact date of Koops Habema’s formation remains undisclosed, Major General Nugraha Gumilar, Head of the TNI Information Center, confirmed its recent establishment.
In addition to creating the operations command, TNI is introducing a block system for individual soldier and unit training. This initiative, centralized at the TNI Special Forces Command (Kopassus) Education and Training Center in Batujajar, West Bandung District, West Java, is designed to heighten efficiency and effectiveness in conflict management in Papua.
The 2024 TNI-Polri Leadership Meeting, presided over by President Joko Widodo, saw the participation of 362 leaders from both TNI and Polri. President Jokowi delivered crucial instructions to the leaders, emphasizing the importance of coordinated efforts in addressing challenges in Papua.
