3-6-2023 (SINGAPORE) Singapore’s Defence Minister Ng Eng Hen expressed grave concerns on Saturday (Jun 3) regarding the potential catastrophic consequences of conflicts erupting simultaneously in Europe and Asia. Speaking at the Shangri-La Dialogue, a top defence summit in Asia, Dr Ng emphasized the importance of understanding the high price of war, particularly in light of the ongoing situation in Ukraine.
Dr Ng stressed the need to prevent a similar conflict from unfolding in Asia and highlighted the sincere urgency expressed by ministers to avert such a scenario. The strained relations between the United States and China have heightened tensions, with issues ranging from Taiwan and territorial disputes in the South China Sea to espionage exacerbating the divide.
Chinese President Xi Jinping’s statement last October, asserting China’s unwavering right to use force over Taiwan, further escalated tensions. The situation became even more volatile after China conducted war games near Taiwan in response to a visit by former US House Speaker Nancy Pelosi.
During the Shangri-La Dialogue, the US Defense Secretary Lloyd Austin expressed deep concerns over China’s reluctance to engage in military crisis management. However, the strained relationship between the two nations has impeded progress, as evidenced by the recent handshake between Austin and China’s Minister of National Defence Li Shangfu, which did not lead to substantial discussions.
In his speech at the summit, Austin emphasized that a cordial handshake was insufficient and urged for substantive agreements. The US is determined to protect its allies and partners from coercion and bullying, while simultaneously seeking to avoid conflict or confrontation.
Dr Ng expressed hope that physical meetings between American and Chinese defence leaders would resume, highlighting the importance of open lines of communication. While Singapore cannot comment on diplomatic relations between other nations, Dr Ng noted that all parties expressed a desire for dialogue, even if certain preconditions remained unmet.
The Shangri-La Dialogue serves as a valuable platform for military leaders to build relationships, facilitating meaningful discussions and understanding. Dr Ng emphasized the significance of face-to-face interactions, as they provide insight into body language, personal preferences, and shared experiences, ultimately fostering stronger relationships.
Regarding the progress made at the summit in terms of easing tensions between the US and China, Dr Ng acknowledged that concerns persist, particularly within the US delegation. He emphasized the importance of communication, stating that even adversaries should have lines of communication to de-escalate conflicts and prevent unnecessary confrontations.
While acknowledging differing interpretations of international law and potential provocations, Dr Ng stressed the overriding commitment to avoiding conflict. The conviction and genuine sentiments expressed by defence ministers provide optimism that they fully comprehend the devastating consequences of war and are dedicated to preventing it.
