7-11-2024 (MANILA) France has committed to a landmark $450 million aid project to dramatically expand the Philippine Coast Guard’s capabilities, agreeing to provide 40 new patrol vessels and comprehensive logistical support for Manila’s maritime security operations.
The ambitious project, approved by the National Economic and Development Authority Board, represents a significant boost to the Philippines’ maritime defence infrastructure, effectively quadrupling the Coast Guard’s current fleet capacity.
The agreement outlines the construction of 40 Fast Response Crafts, measuring 30-35 metres in length, with production split equally between French and Philippine shipyards. The vessels will complement the Coast Guard’s existing Japanese-built Parola-class fleet, while France will additionally provide support equipment for six coastal bases.
National Economic and Development Authority Secretary Arsenio Balisacan emphasised the project’s strategic importance: “This investment directly supports our government’s maritime security enhancement objectives, strengthening our capacity to combat smuggling and protect sovereign interests in critical marine areas.”
French shipbuilder OCEA Industries, which previously delivered the BRP Gabriela Silang to the Philippines in 2019, is positioned as the likely contractor. The company has already pledged to establish a domestic shipyard capable of constructing vessels up to 120 metres in length, demonstrating long-term commitment to Philippine maritime infrastructure.
The timing is particularly significant as the Philippine Coast Guard faces mounting challenges in patrolling its vast archipelagic waters, particularly in the disputed West Philippine Sea, where encounters with Chinese maritime forces have strained existing resources. Currently operating with just 13 ocean-going patrol vessels, the Coast Guard has struggled to maintain effective coverage across the nation’s 7,641 islands.
This French assistance package joins other international support initiatives, including Japan’s commitment to deliver five 97-metre patrol vessels by 2028 and recent U.S. considerations regarding the transfer of four Coast Guard vessels.
