14-2-2025 (MANILA) The Philippines Armed Forces has unveiled ambitious plans to acquire submarines as part of its military modernisation programme, marking a potential watershed moment for the archipelagic nation’s maritime defence strategy.
General Romeo Brawner Jr., Chief of Staff of the Armed Forces of the Philippines (AFP), announced the proposal during a forum hosted by the Management Association of the Philippines in Taguig City. Speaking to industry leaders and defence experts, Gen. Brawner outlined his vision for acquiring “at least two submarines” under the Re-Horizon 3 phase of the AFP Modernisation Programme.
“For an archipelagic nation like the Philippines, submarine capability is not merely an aspiration but a strategic necessity,” Gen. Brawner emphasised, pointing to the unique challenges of defending the nation’s vast maritime territory. The planned submarine acquisition is viewed as a critical response to growing regional tensions, particularly in light of increased activity in the West Philippine Sea.
While the timeline remains fluid, military leadership aims to secure the submarines before President Ferdinand Marcos Jr.’s term concludes in 2028. However, Gen. Brawner acknowledged significant funding constraints, noting that current government allocations fall short of modernisation requirements. “We’re actively exploring both domestic and international financing options to bridge this gap,” he added.
The submarine initiative is part of a broader naval modernisation effort. The AFP expects delivery of its first corvette from South Korea’s HD Hyundai Heavy Industries this year, with the future BRP Miguel Malvar scheduled to sail to Philippine waters in March. These vessels, capable of conducting anti-air, anti-surface, and anti-submarine warfare operations, represent a substantial upgrade to the nation’s naval capabilities.
Additionally, the military has outlined plans to procure two landing docks and six offshore patrol vessels, further strengthening its maritime presence.
