29-8-2024 (MANILA) The Philippine government has launched a procurement initiative for 40 new multi-role fighter aircraft, marking a significant step in its efforts to modernise its military capabilities and enhance territorial defence. Defence Secretary Gilberto Teodoro announced the commencement of the bidding process during a congressional budget hearing on Thursday, signalling the country’s commitment to bolstering its air force.
In a move that underscores the Philippines’ strategic approach to military modernisation, Secretary Teodoro emphasised that potential bidders must present financing packages that allow for extended payment terms. This requirement reflects the government’s pragmatic stance on funding such a substantial acquisition, considering the significant financial outlay involved in procuring advanced military hardware.
While specific details regarding the desired aircraft models or potential suppliers were not disclosed, the announcement has sparked interest in defence circles. The timeframe for the procurement process remains undisclosed, leaving room for speculation about the urgency of the acquisition.
This procurement initiative comes as part of a broader effort by the Philippines to upgrade its military inventory, particularly its air force, which currently operates with a limited number of fighter jets. General Romeo Brawner Jr., the Philippine military chief, has previously expressed the need for “faster and more lethal” multi-role jet fighters to complement the existing fleet of South Korean FA-50s. This statement suggests that the Philippines is looking to significantly enhance its air combat capabilities.
To fund this ambitious modernisation programme, the Philippine government is exploring various financing options. Secretary Teodoro mentioned the possibility of tapping into syndicated loans from private lenders, indicating a flexible approach to securing the necessary funds without overly burdening the national budget.
The fighter jet procurement is part of a larger military modernisation plan known as “Re-Horizon 3”, which has received approval from President Ferdinand Marcos Jr. This comprehensive acquisition strategy, valued at a staggering 1.89 trillion pesos (approximately $33.64 billion), aims to equip the Philippine armed forces with state-of-the-art weaponry and equipment.
