2-4-2024 (MANILA) The Commission on Elections (Comelec) has announced that online voting will be the primary method for overseas Filipinos to cast their ballots in the upcoming 2025 midterm elections, with a few exceptions in countries with internet restrictions.
According to Comelec spokesman Rex Laudiangco, mail-in and physical voting options will likely be implemented in approximately 17 countries, including China, Russia, Syria, and Israel.
While specific details about the technology to be used have not been disclosed, the Comelec is considering the utilization of a mobile application with identity authentication features that overseas Filipinos can download on their devices.
Laudiangco assured the public that the system being procured by the Comelec will have robust authentication and enrollment features. It will not only verify and record a voter’s registration and enrollment but also ensure the secure casting, counting, and canvassing of votes. The system will be capable of printing votes in consulates, embassies, and even within the Philippines, while maintaining the utmost security and confidentiality. Laudiangco drew parallels to trusting financial and banking institutions with one’s money, highlighting that the Comelec’s system will prioritize security and auditability.
The implementation of online voting is expected to result in significant cost savings for the Comelec, as it eliminates the need to transport voting machines to numerous countries.
Additionally, the Comelec aims to improve voter turnout among overseas Filipinos, as the 2022 Philippine elections saw a disappointing 38% turnout abroad, despite being the highest in history.
In July 2023, the Comelec initially stated that internet voting would be optional for overseas voters in 2025. However, the recent announcement confirms that online voting will now be the primary mode of voting for overseas Filipinos, except in countries where it is not feasible due to internet restrictions.
