9-11-2023 (HANOI) During a Q&A session at the ongoing sixth plenum of the 15th National Assembly, Minister of Public Security Tô Lâm emphasized the need for expediting digital transformation across all sectors to foster transparency and openness, thereby contributing to the prevention of corruption, particularly petty corruption.
Minister Lâm highlighted the public security sector’s commitment to detecting, investigating, and resolving cases related to corruption and negative phenomena. Efforts have been made to streamline the organizational structure, reform administrative procedures, strengthen the rule of law, and create a favorable environment for individuals and businesses while minimizing difficulties and harassment.
In terms of future measures to enhance the effectiveness of the anti-corruption campaign, the minister stressed the importance of perfecting institutions and improving state management efficiency across various fields. Addressing legal loopholes and reviewing and supplementing power control regulations, especially for heads of ministries, sectors, and localities, were identified as crucial steps in combating corruption.
Responding to concerns about the leaking of personal information and phone numbers, Minister Lâm acknowledged the complex nature of the situation in Vietnam. This year, the Ministry of Public Security issued warnings and handled numerous cases involving database breaches. However, public awareness of data protection remains relatively low, as individuals willingly provide personal information to others and businesses during civil transactions.
To tackle this issue, the minister revealed that his ministry had advised the government to issue Decree No. 13/2023/ND-CP on personal data protection. Additionally, plans are underway to propose legislation specifically addressing personal data protection, which will be submitted to the National Assembly for discussion in 2024. Furthermore, the ministry intends to propose the inclusion of the crime of revealing and leaking personal data in the 2015 Penal Code, ensuring strict penalties for such offenses.
Minister Lâm emphasized the importance of increasing public vigilance and awareness regarding personal data protection. The Ministry of Public Security collaborates regularly with other ministries, sectors, and localities to identify and rectify security vulnerabilities in database information systems, with particular focus on the National Database on Population. By prioritizing these measures, Vietnam aims to bolster its fight against corruption and safeguard the integrity of personal information.
