11-10-2023 (KUALA LUMPUR) The Ministry of Science, Technology, and Innovation (MOSTI) in Malaysia has joined forces with Universiti Teknologi Malaysia, government agencies, higher education institutions, and industry players to develop a comprehensive code of ethics and governance for artificial intelligence (AI). The initiative aims to establish guidelines for regulating AI in the country and is expected to be finalized by next year, according to Minister of Science, Technology, and Innovation Chang Lih Kang.
In a Facebook post on Tuesday, Minister Chang highlighted the importance of the code of ethics and governance in shaping AI regulations. He also mentioned that the ministry is exploring the need for a legal framework and an AI Act to further support the regulation of AI technologies.
During a recent session in the Dewan Rakyat (Lower House of Parliament), concerns were raised regarding the monitoring and control of AI technology. Minister Chang emphasized that AI is a complex technology that requires a multifaceted approach encompassing technical, legal, ethical, policy, and standards aspects. To address these concerns, the National Artificial Intelligence Roadmap 2021-2025 has been established, outlining the Seven Principles of Responsible AI as a guide for the development of trustworthy and responsible AI systems that safeguard individuals’ rights and privacy.
In addition to the code of ethics and governance, the Malaysian Standards Department (JSM) has formed a National Mirror Committee, chaired by MIMOS, the applied research and development center under MOSTI. This committee consists of representatives from the ministry, agencies, academia, and industry players, and its purpose is to develop national AI standards.
Minister Chang emphasized the complementary nature of standards and legislation in regulating AI. While legal aspects play a crucial role, relying solely on them could impede the pace of innovation in the AI field. Therefore, the integration of standards and regulations will foster responsible AI development while ensuring the growth and advancement of this transformative technology.
