5-9-2023 (BANGKOK) Thaksin Shinawatra, the former prime minister of Thailand currently serving a prison sentence, is reportedly experiencing fatigue and exploring the possibility of seeking another parole bid, according to his lawyer, Winyat Chartmontree.
Thaksin, who has been in self-exile abroad for the past 15 years, has been receiving medical treatment in the premium ward of the Police General Hospital since August 23. He was admitted after complaining of chest pain, hypertension, and low blood oxygen saturation while incarcerated at the Bangkok Remand Prison.
Previously, the Supreme Court had ordered Thaksin to serve an eight-year sentence. However, a recent royal pardon, published in the Royal Gazette on September 1, reduced his detention period to just one year.
Winyat stated that Thaksin is still experiencing fatigue but remains communicable. Daily medical assessments are ongoing, and it is uncertain when he will return to prison.
“In light of his severe illness and seniority, I am now considering pursuing general parole for Thaksin,” said Winyat, highlighting the key reasons behind the potential bid.
Winyat explained that general parole could be granted if Thaksin’s condition meets the criteria outlined in the Correction Act or the relevant Ministry Notification. However, the final decision rests with the Justice Ministry and the Department of Correction (DoC), who will engage in discussions regarding this matter.
Winyat also mentioned the possibility of Thaksin being granted both general parole and probation, including the utilization of an electronic monitoring (EM) device.
“As his lawyer, if Thaksin satisfies all the criteria and exceptions, I will strive to protect his rights as a prisoner,” Winyat affirmed.
Regarding Thaksin’s living arrangements during detention, Winyat stated that it would be a decision made by Thaksin’s family once parole is granted.
Winyat further noted that Thaksin has the right to seek a royal pardon, which is typically granted on royal holidays. However, eligibility for the next royal pardon will depend on Thaksin’s current detention level.
