11-3-2025 (MANILA) In a defiant address to supporters in Hong Kong, former Philippine President Rodrigo Duterte has responded to reports of an imminent International Criminal Court (ICC) arrest warrant, steadfastly defending his controversial anti-narcotics campaign whilst acknowledging the possibility of imprisonment.
The former leader, who departed the Philippines on 7 March amidst speculation of a leaked ICC warrant, maintained that his aggressive anti-drug policies were implemented solely for the welfare of the Filipino populace. Speaking at a PDP-Laban campaign event, Duterte employed his characteristic blunt rhetoric, dismissing the ICC’s pursuit of him with strong language whilst simultaneously expressing resignation to potential consequences.
The Philippine government, under current President Marcos’s administration, has adopted a measured stance regarding the situation. Presidential Communications Office Secretary Jay Ruiz issued a statement indicating the government’s preparedness for various scenarios, a position echoed by the Philippine National Police through their Public Information Office chief Col. Randulf Tuaño.
During his impassioned address, Duterte oscillated between gravity and levity, at one point suggesting supporters contribute to a memorial fund for a monument alongside national hero Jose Rizal, should he face imprisonment. He theatrically gestured whilst discussing the ICC’s perception of him as someone prone to violence, yet maintained that his confrontational approach to crime was born of necessity rather than choice.
