28-2-2024 (JAKARTA) The Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs (Kemendagri) is fast-tracking its digital transformation efforts through the introduction of Digital Population Identity (IKD) or digital ID (KTP) for public services.
During the National Coordination Meeting (Rakornas) held in Batam, Riau Island, Director General of Population and Civil Registration Teguh Setyabudi stated, “This is also in line with the instructions of the RI President regarding the acceleration of the implementation of IKD or digital KTP that is currently being developed by Kemendagri.”
The implementation aligns with Presidential Decree Number 95 of 2018, which focuses on Electronic-Based Government Systems (SPBE), as well as Presidential Decree Number 132 of 2022 concerning SPBE Architecture, and Presidential Decree Number 82 of 2023 concerning the Acceleration of Digital Transformation and Integration of National Digital Services.
In the initial phase, the IKD will cater to nine priority SPBE services, including integrated services in the fields of population administration, education, health services, and social assistance services. Additionally, it will cover state financial transactions, government administration, public service portals, One Data Indonesia services, and integrated police services.
Indonesia is poised to enter a new era of integrated public services through the implementation of Single Sign-On (SSO), which will offer efficiency, effectiveness, and customization based on community needs, all within a single integrated national portal, according to Setyabudi.
“To achieve this, the Directorate General of Dukcapil of Kemendagri, along with Peruri, will enhance the IKD’s features, integrating them with the national portal and the SPBE priority service application as SSO,” Setyabudi explained.
During the same event, Minister of Home Affairs Tito Karnavian highlighted the significance of Rakornas as a platform for monitoring and evaluating Dukcapil’s performance, as well as facilitating coordination and consolidation among government agencies, particularly Dukcapil branches nationwide.
“The Ministry of Home Affairs’ Dukcapil is the sole implementing entity with the most comprehensive population data compared to any other agency in Indonesia,” emphasized Minister Karnavian.
Furthermore, he emphasized the vital role of Dukcapil’s recorded population data, which is extensively utilized by various government agencies to implement programs and activities, including data for elections, social assistance for poverty alleviation, taxation, and banking.
The minister stressed the necessity of strengthening the information technology infrastructure to ensure the security of IKD in line with international best practices.
“Hence, this digital KTP will become the main database used by the public to access all public services in Indonesia. We are targeting its full operation to commence by June 2024,” stated Minister Karnavian confidently.
