27-2-2025 (MANILA) In a diplomatic engagement at the ASEAN Defence Ministers’ Meeting (ADMM) Retreat in Penang, Philippine Defence Secretary Gilberto Teodoro Jr and Malaysian Defence Minister Mohamed Khaled Nordin charted a course for enhanced bilateral security cooperation, setting aside territorial differences in favour of regional stability.

A noteworthy development emerged in their joint pursuit of cybersecurity excellence through human capital development programmes, aimed at building resilience against external interference.
Malaysia’s recent objection to the Philippines’ maritime legislation in November 2024, stemming from overlapping South China Sea claims, did not overshadow the constructive nature of the talks. Secretary Teodoro emphasised the importance of diplomatic channels in addressing such disputes whilst maintaining focus on broader regional challenges.
The Malaysian Defence Minister expressed strong support for Teodoro’s vision of ASEAN unity and strategic autonomy, principles articulated during the ADMM Retreat. This alignment reflects a shared understanding of the region’s security dynamics and the necessity for collective action.itarian cooperation emerged as a key highlight, with Teodoro extending gratitude for Malaysia’s swift assistance during last year’s devastating series of six typhoons that struck the Philippines. This practical demonstration of regional solidarity underscored Teodoro’s call for enhancing ASEAN’s collective disaster response capabilities.
Looking ahead, both defence chiefs pledged to explore additional collaborative ventures, reinforcing their commitment to a unified ASEAN approach in addressing regional security challenges. This partnership exemplifies the potential for constructive engagement even amidst territorial complexities, prioritising shared regional interests over bilateral differences.
