2-7-2024 (SIGNAPORE) In a pivotal move that could potentially reshape the dynamics of the long-standing Israeli-Palestinian conflict, Singapore has declared its preparedness “in principle” to recognize Palestine as a sovereign state, provided that it renounces terrorism and accepts Israel’s right to exist. This significant stance was articulated by Minister for Foreign Affairs Vivian Balakrishnan during a parliamentary session on Tuesday (Jul 2), where he addressed a series of questions raised by Members of Parliament concerning Palestine and Singapore’s aid in reconstruction efforts.
Addressing the legislative body, Dr. Balakrishnan underscored Singapore’s recent vote in favor of a resolution expressing support for Palestine’s membership in the United Nations during the May session, a decision that was made after “very careful consideration.” He emphasized that this move reflected the city-state’s hope to encourage both Israel and Palestine to resume direct negotiations towards a two-state solution, at a time when prospects for such negotiations were increasingly bleak.
“Our vote at the United Nations General Assembly means that Singapore is prepared in principle to recognize the State of Palestine,” Dr. Balakrishnan declared. “We will make this move at an appropriate time.”
Highlighting Singapore’s consistent advocacy for the two-state solution as the “only viable path” for achieving a comprehensive, just, and durable resolution to the conflict, the Foreign Minister underscored the necessity for an effective Palestinian government that unequivocally rejects terrorism and acknowledges Israel’s right to exist.
“Both sides have legitimate rights, and both peoples have a right to live in peace and dignity within secure borders,” he asserted, urging Israel and Palestine to take tangible steps towards lasting peace and put an end to the prolonged suffering endured by both populations.
Dr. Balakrishnan emphasized that Singapore, as a friend to both parties, will continue to offer encouragement and tangible support, reaffirming the city-state’s commitment to facilitating dialogue and fostering a conducive environment for reconciliation.
In a demonstration of this commitment, Singapore will continue to leverage the S$10 million (US$7.4 million) Enhanced Technical Assistance Package to help the Palestinian Authority build capacity and prepare for eventual statehood. This includes hosting Palestinian officials for study visits, providing training opportunities, and disbursing postgraduate scholarships to equip Palestinian officials with the necessary skills for effective governance and reconstruction efforts.
Notably, a delegation of Palestinian officials is scheduled to visit Singapore from July 8 to July 12 for a study visit focused on utilizing artificial intelligence in public service delivery. Over the years, Singapore has hosted 18 such study visits for Palestinian delegations, covering topics ranging from urban planning and development to public finance and fiscal policy.
Furthermore, more than 750 Palestinian officials have undergone training in areas such as diplomacy, water management, and economic development, while 13 postgraduate scholarships have been awarded to Palestinian officials for study at the Nanyang Technological University and the National University of Singapore.
With regards to the reconstruction of Gaza, Dr. Balakrishnan affirmed Singapore’s readiness to contribute, taking into account the region’s needs, as well as the city-state’s resources and expertise. However, he underscored that such efforts can only take effect once the fighting ceases, emphasizing the immediate priority of securing a humanitarian ceasefire in Gaza and the release of all hostages.
