12-6-2024 (MANILA) The Department of Budget and Management (DBM) has confirmed that the 2022 and 2023 performance-based bonuses for government employees will be disbursed as planned, despite recent suspensions of related incentive systems by President Ferdinand Marcos Jr.
This announcement follows President Marcos’ decision on June 3 to halt the Results-Based Performance Management System (RBPMS) and Performance-Based Incentive (PBI) System, pending a review. The President called for this review, describing the existing systems as “duplicative” and “redundant” in light of other performance audits and evaluations conducted within the government.
“We wish to emphasise that the release of the 2022 and 2023 performance-based incentives to qualified government workers will proceed,” the DBM stated.
President Marcos’ Executive Order (EO) suspending the RBPMS and PBI aims to align these systems with the government’s ease of doing business initiatives and to reform the performance evaluation and incentives process, enhancing government efficiency and responsiveness.
“It is imperative to streamline, align, and harmonise the RBPMS and PBI System with ease of doing business initiatives, and reform the government performance evaluation process and incentives system towards a more responsive, efficient, agile, and competent bureaucracy,” the EO states.
The DBM clarified that the suspension is intended to review and possibly refine these systems for better efficiency. “Under the EO, possible refinements may be made for the more efficient and streamlined release of the 2023 PBB,” the agency said.
Additionally, the DBM confirmed that the Performance Enhancement Incentive (PEI), part of the PBI, will also continue as its allocated budget has been fully released to government agencies. The PEI, an annual incentive of PHP 5,000 awarded to eligible government employees before December 15, will be included in the National Expenditure Program for FY 2025.
“The president seeks to reform the government performance evaluation process and incentives system towards a more responsive, efficient, agile, and competent bureaucracy,” the DBM added.
