25-4-2024 (MANILA) President Ferdinand Marcos Jr. has issued a stern directive for government agencies to step up efforts in combatting the escalating cases of online sexual abuse and exploitation of children (OSAEC) in the Philippines.
Citing a UNICEF study from 2016 that identified the Philippines as the epicenter of child sex abuse material production globally, the President expressed deep concern during a recent meeting. Department of Justice (DOJ) Spokesperson and Assistant Secretary Mico Clavano conveyed the President’s distress, highlighting his resolve to tackle the issue head-on.
The President instructed the Department of the Interior and Local Government and the Philippine National Police (PNP) to heighten surveillance of cases both locally and internationally while increasing presence in communities. Additionally, he mandated the DOJ and the PNP to prosecute perpetrators rigorously, emphasizing the importance of safeguarding children and facilitating proper family reintegration.
Further directives included enhanced collaboration between government agencies, private sectors, and internet service providers on both local and global scales. An extensive awareness campaign in schools and communities was also emphasized.
Recognizing the need for a comprehensive approach, Clavano stressed the involvement of various stakeholders, including social media platforms like Facebook. Talks with Facebook were to be intensified, reminding them of their legal obligations in combatting such crimes.
Data from the National Coordinating Center revealed that OSAEC victims are predominantly impoverished children residing in rural areas. Clavano noted that the crimes often involve familial facilitators, lasting an average of two years without intervention.
Atty. Margarita Magsaysay, from the National Coordinating Center, expressed alarm over the increasing accessibility and affordability of child sexual abuse and exploitation materials (CSAEM), making it more enticing for perpetrators.
The Philippine National Police, through the Philippine Internet Crimes Against Children (PICAC), collaborates closely with foreign law enforcement agencies like the UK National Crime Agency and the Australian Federal Police to combat these crimes globally.
