4-11-2023 (BANGKOK) Prime Minister Srettha Thavisin has given the green light to extend the operating hours of nighttime entertainment venues, such as pubs and bars, until 4 am in popular tourist destinations including Bangkok, Chiang Mai, Chon Buri, and Phuket. This decision comes after a comprehensive tourism strategy meeting on Friday where Prime Minister Thavisin and Interior Minister Anutin Charnvirakul issued a joint statement. The move is seen as a way to stimulate tourism and boost the economy in the wake of the pandemic.
The extended hours are scheduled to take effect from December 15, with authorities determining the appropriate trial period. Initially, this change is temporary, but discussions regarding future zoning modifications will be held. The aim is to encourage domestic tourism and generate more revenue for businesses in the tourism sector, including restaurants and entertainment venues.
The change is not only aimed at tourists but also considers the dining habits of foreigners, as some prefer to dine later in the evening, around 9 pm to 10 pm. With standard closing times at midnight or 2 am, many customers might have had to dine earlier, potentially affecting the number of orders. Prime Minister Thavisin emphasized that the extension to 4 am is a viable option after consulting with security agencies.
The Interior Ministry will examine zoning and licensing while local authorities and law enforcement agencies will focus on enhancing safety and cracking down on illicit drugs. Additionally, the government intends to extend the operating hours of restaurants operating like entertainment venues from midnight to 2 am.
Current laws only permit the sale of alcoholic drinks until midnight and restrict music after midnight. The Interior Ministry has initiated discussions with the police to amend ministerial regulations, which will require cabinet approval. Following this, the ministry plans to propose legislation that would allow provincial governors to determine zoning and operating hours for nighttime entertainment venues.
When asked whether administrative officials will have the authority to inspect these venues after the extended hours, Interior Minister Anutin confirmed that discussions have been held with the national police chief and the director-general of the Provincial Administration Department to establish a special unit to address these matters in the future.
