21-10-2023 (MANILA) A memorandum issued by Defense Secretary Gilbert Teodoro has directed all defense and military personnel in the Philippines to refrain from using artificial intelligence image generator apps due to the “significant privacy and security risks” they pose. The memorandum, issued on October 14, covers personnel from the Armed Forces of the Philippines and the Department of National Defense.
The memorandum specifically refers to the popular online trend of using AI-powered applications that require users to submit real images of themselves to generate enhanced portraits. According to the memorandum, these AI image generator apps compile users’ data and create a “digital person” that imitates the speech and movements of a real individual. While these apps may appear harmless and entertaining, Defense Secretary Teodoro stressed the potential for misuse, including identity theft, social engineering, phishing attacks, and other malicious activities. Although no specific details were provided, Teodoro mentioned that there has already been a reported case related to these concerns.
Teodoro urged all personnel from the Department of National Defense and the Armed Forces of the Philippines to exercise caution when sharing personal information online. He emphasized the importance of aligning their actions with the department’s values and existing policies.
In March, AI-focused magazine Analytics Insight highlighted the dangers of AI image generators, warning about their potential to create false content and contribute to the rapid spread of online disinformation. The magazine pointed out that malicious actors can exploit the data uploaded to these apps to create realistic-looking fake social media profiles for scams. Additionally, scammers can leverage AI technology during natural disasters by generating convincing images to solicit donations. Analytics Insight also noted that AI-generated photos are challenging to verify and cannot be detected through reverse image searches.
While the Philippines has yet to pass specific legislation to protect the public from the risks associated with certain AI technologies, a House bill (House Bill 7396) advocating for such protections is currently under review at the committee level. In the absence of formal regulations, Defense Secretary Teodoro’s memorandum serves as an interim measure to mitigate the potential risks posed by AI image generator apps.
